Knox County Development Corp. to Increase Levee Funding

KCDC members voted unanimously to approve an additional $86,000 to assist with the U.S. Army Corps of Engineers evaluation of the levee.

KCDC previously agree to give $100,000 to the project, matching what Vincennes University and Good Samaritan Hospital pledged toward the project.

The total amount needed for the study is about $430,000.The inspection is required by the Federal Emergency Management Agency as part of a modernization program for levees.

Recent heavy rains and high river levels have highlighted the need to stay on top of the levee study and keep its certified status with FEMA.

Certification means that 75 percent of the city is considered to be adequately protected by the levee.

The crest of the Wabash River was only tenths of an inch below that of the 2008 flood and the fourth-highest level in history.

A $3 per month storm-water utility fee implemented this year to help raise money for renovations to the city’s drainage system cannot be used to help fund the study.

City council members have indicated that if necessary the fee could be increased to pay for the repairs if no other funding source is available.

The study will be comprehensive and will involve running underground cameras into the levee to examine the condition of pipes.

Mayor Al Baldwin said any estimate on repair costs will only be available once the study is completed.
